What the Life at Conception Act Really Means

In January 2025, Graves cosponsored the ‘Life at Conception Act’, a piece of legislation introduced in the House that seeks to utilize the 14th Amendment to provide legal protections to unborn children. Graves and his colleagues are seeking to provide legal protections at the literal moment of conception (per the name of the bill).1 Effectively, this bill would continue laying the groundwork for a Federal abortion ban.

For important context, during the November 2024 election, the State of Missouri had a popular vote in favor of adopting the State Constitutional Amendment 3, with almost three million people voting on the initiative.

Constitutional Amendment 3 provides the right for women to control their own healthcare and the right to an abortion.

The correct and proper legal process was followed for Amendment 3 to pass, and it did pass. This enshrined a woman’s right to sovereignty over her own body into the State Constitution. For whatever reason, as was proven on January 6, 2021, there is a faction of career politicians in Missouri and Washington that proved they would rather work to overrule the will of the people than have to follow the rules like the rest of us. By attempting to circumvent the newly amended State Constitution of Missouri with new legislation to propose what amounts to a Federal abortion ban, these career politicians are attempting to overrule the vote of the people of Missouri and our State Constitution with the Federal ‘Life at Conception Act’.

When the Supreme Court canceled Roe v Wade, it was advertised as a good thing because now the matter would be left to the States. This isn’t accurate.

In Missouri, even after we amended our State constitution to give women the right to abortion, our own Representatives decided our will does not matter. Graves and his colleagues are literally working to go over our heads at the Federal level to overrule the will of the people.

And he is not alone, his Republican colleagues in the Missouri State Legislature are pushing anti-abortion legislation and working to circumvent having to return the right for a woman to make choices about her own body in Missouri.

I will fight for women to have control over their own healthcare.
